Legalizing documents for use in Costa Rica for things such as resident visas will be much easier now that this country has signed onto the Apostille Convention. This law has approved on January 18, 2011, abolishing the need for Embassy or Consular Legalization of foreign documents for use in Costa Rica.
Migration offices will start accepting Apostilles soon, so residency appliers will not need to legalize documents through the Costa Rica Consulate or Embassy anymore, an Apostille from the Secretary of State will be sufficient. This is great news for all US Citizens that move to this beautiful and developed country for retirement.
