As Secretary of State, the Lieutenant Governor provides authentication services for public and general documents that are used overseas. When an Apostille is issued, the Lieutenant Governor, Brian Schatz, authenticates the notary public’s signature. BIRTH AND MARRIAGE CERTIFICATES AND DIVORCE DECREED ACCEPTABLE FOR APOSTILLE Hawaii Birth and Marriage Certificates, and Divorce Decrees should be Certified Copies that display original signature (not stamped signature) from the State Registrar of the Department of Health.
